There are two ways you can move a topic. You can follow the steps to edit a topic and change the parent topic association as well as its Display order value. Please see Edit topic for more information.

The other approach is to use the Index module to drag the icon of the topic to a different location. Please note, in both cases, you must have move permission in order to relocate a topic.
