Charge Credit Card Fee to Order 782 2

As you know Banks charge a Mechant Fee on the total order value when payment is made with a credit card.
It is becoming quite common in the Bunsiness to Business sector to pass this charge on to the buyer / customer.
In revindex can we add a Charge for this credit card fee automaticaly when payment is made by credit card.
Eg Order Total = $200.00 add a credit card fee of 1.65 $3.30 Total with Fee $203.30

Our DNNRevIndex setup is integrated with our custom software solution. There is a business process where on certain circumstances new Sales Promotion with XSLT rule is created and inserted into dbo.Revindex_Storefront_SalesPromotion table.
Created rule doesn&39;t work unless we invoke manually Configuration->General->Clear cache. After Clear cache the promotion rule works.

I want to define a promotion rule(s) for specific users and specific product. Promotion rule is valid for specific period - it depends on the user.
For example
User A has a 50 discount for product X between 1 Mar 2024 - 8 Mar 2024
User B has a 50 discount for product X between 1 Apr 2024 - 8 Apr 2024
etc.
I was thinking about defining custom Marketing->Promotion rules for each user.
